A lost, stolen or damaged US Passport can be replaced in the same manner as applying for a new US passport except for one additional government form, the DS-64 Statement of a Lost or Stolen Passport.

Requirements to Replace a Lost / Stolen/Damaged US Passport
1. Complete the government passport application form DS-11 2. Complete the government passport application form DS-64 3. Provide proof of Citizenship 4. Provide proof of identity 5. Provide two passport photos 6. Make payment for government fees 7. Take all required documents and payment to an authorized acceptance office.

If you have more than four weeks you can probably be ok using the normal government channels to obtain your US passport. Keep in mind, these are not guaranteed processing times and seasonal fluctuations and changing government regulations can affect the standard processing times.
